According to this promotional brochure, the first record of the White Pass highway as a project appears as a request in the Lewis County Commisioners' files on June 27, 1917. The highway became a recognized project in 1923 and the present route was mapped in 1931 after extensive studies. The highway was formally opened and dedicated on August 12, 1951, "the result of a determined group of men to open a new trade route from the fertile valleys of Central Washington to the industrial and export markets of Southwest Washington."
